NOPTA Stakeholder Survey 2025

Thank you to everyone who took part in our 2025 Stakeholder Survey run by Australian Survey Research (ASR).

Our survey this year looked at how we are delivering on our Strategic Plan 2024–27. It gathered views from a wide range of stakeholders, including:

• petroleum and greenhouse gas titleholders
• offshore infrastructure licence holders and industry representatives
• government agencies involved in offshore energy decisions.

What we heard

A total of 85 people responded, representing 53 companies and 9 government agencies.

Key results include:

• Strong trust and confidence: Over 90% of stakeholders trust NOPTA and the Registrar to administer offshore titles and licences in Australia’s national interest.
• Positive relationships and conduct: We were highly rated for building cooperative relationships, behaving ethically, and providing accurate information.
• Staff recognition: Both NOPTA and Registrar staff were praised for their helpfulness and technical expertise.
• Room for improvement: The lowest-rated area was the efficiency of titles and licence administration, with whole-of-government timelines noted as a key concern for industry.
