National Electronic Approvals Tracking System (NEATS)

NEATS is now live at neats.nopta.gov.au!

NEATS went live on 7 May 2012 and comprises three main features: an electronic title register, approvals tracking, and interactive map.

Release One of the National Electronic Approvals Tracking System provides access to publicly available information concerning offshore petroleum titles and applications. NEATS has been designed with the end user in mind and NOPTA hopes that users will find NEATS easy to navigate between the different features.

This initial release is a milestone in a project which is planned to continue to grow in functionality over time. NEATS aims to deliver a new level of transparency to both industry and the public, as well as a single source of up to date information on offshore petroleum titles and applications.

Development of Release Two is nearing completion and will build upon the features currently available by introducing a customised Industry Portal. This will enable users to:

  • lodge a number of applications online
  • pay annual, registration and some application fees
  • provide an increased level of approvals tracking detail.

Title register

The title register contains details of current petroleum titles: exploration permits, retention leases, production licenses, pipeline licenses, special prospecting authorities and access authorities. The simple to use search functionality will enable users to search for titles using a range of keywords and criteria.

Through NEATS, users will be able to find title details, such as: location, size, current title holders, work programs, blocks, locations, as well as registered approved title instruments and agreements (limited historical intake).

Approvals tracking

An approvals tracking screen has been developed to show the progress of all applications requiring a Joint Authority decision, this includes applications for the grant and renewal of titles and variation, suspension and extension of title conditions. There is also the ability to search for individual applications and navigate through to further detail on the number of days that an application has spent at the different stages of the assessment process.

Interactive map

The interactive map can be used to identify titles geospatially, provides summary details when a specific title is selected and allows easy access o the title register. The location and summary details of areas that is currently available as part of the acreage release process can also be seen on the interactive map. Summary maps are provided within the title register providing a depiction of the individual title, with access to the interactive map to view surrounding titles.

Release 2 of NEATS

Development is currently underway on additional features that will provide greater functionality to industry for their own title administration. The key features of the next release of NEATS are as follows:

  • industry log-on with roles based user management
  • company based task lists of work and applications in progress and actions required
  • online fee payment facilities
  • application tracking in greater detail for applicants
  • online lodgement of applications.
